A study of the legal environment in which public administrators operate, with a focus on court rulings that define the powers of administrative agencies and regulatory commissions. Topics include Supreme Court rulings on the capacity of the president and Congress to control administrative actions, delegation of legislative power to agencies, agency rule-making, agency collection and use of information, the law of public employment, due process, governmental immunity, and the liability of public administrators.
